The workshops are organised under the responsibility of two facilitators who are familiar with the topic and who can bring different perspectives to the discussion. The workshops will be interactive and will give the participants an opportunity to discuss the topic of the workshop with other participants. The facilitators will produce a short written report on the discussions and the main issues will feed into the Thursday panel discussion.

Biographies of Keynote Speakers and Discussion Leaders

 

 

Donald Baker

 

Donald N. Baker, Ph.D., is Dean of the College of Humanities and Social Sciences at the United Arab Emirates University, Al Ain.  He was the first Director of the Postsecondary Education Quality Assessment Board Secretariat in Ontario, Canada.  He has an outstanding record of leadership in academic quality assessment in postsecondary education.

 

He has served as the President of Mount Royal College in Calgary (1980-89) and as Vice-President (academic) of Wilfrid Laurier University (1989-94). He has served on the faculty of Stanford University, Michigan State University and the University of Waterloo. Most recently he was professor of history and acting Dean of arts and science at Wilfrid Laurier University. He holds a B.A. from the University of British Columbia and an A.M. and Ph.D. from Stanford University.  He is also a board member of INQAAHE.

 

Nenalyn Defensor

Nenalyn Defensor is Commissioner of the Commission on Higher Education in the Philippines.  She is Chairperson of the Board of Regents and Board of Trustees of twenty-one state universities and colleges, with student populations ranging from 1,500 to 16,000 per educational institution.  Known for her advocacy for quality in tertiary education, she is credited with developing the Philippine Higher Education Quality Assurance Framework.

Dr. Defensor was a professor in the graduate program of the University of the Philippines.  She has authored several journal articles, reports and texts on higher education teaching, issues and policy.  She has conducted lectures and seminars on diverse topics covering educational administration such as leadership and management, quality issues and education for development.  She was a recipient of several international scholarships, the latest as visiting scholar to the University of South Australia late this year.

 

At present, Dr. Defensor is actively involved in several international projects aimed at helping developing countries improve delivery of educational services.  She is part of the management team of projects by USAID and AUSAID in the Philippines.

 

 

Ethley London

 

Dr. Ethley London is the Executive Director of the University Council of Jamaica (UCJ), the quality assurance body for tertiary education in Jamaica, established in 1987. In her capacity as Executive Director, she provides leadership and direction in the development and implementation of academic standards employed by the Council in the accreditation of programmes in tertiary institutions.  She also advises the Minister of Education on accreditation matters affecting tertiary institutions.  Under her stewardship, the UCJ has accredited over one hundred programmes in thirty tertiary institutions - universities, colleges and institutes.

 

Dr. London served as a member of the Board of INQAAHE from 1999 to 2003.  Currently she is President of the Caribbean Area Network for Quality Assurance in Tertiary Education (CANQATE) an organization she spearheaded in 2003.  She has been a consultant in Quality Assurance for a number of international organizations on projects in the Caribbean region and has worked with the Caribbean Community (CARICOM) in advising several other countries in establishing national accreditation bodies.  Dr. London graduated from the University of the West Indies with a B.Sc. in Natural Sciences and earned her Masters and Doctoral degrees in Science Education at the University of Iowa, U.S.A.  She has authored several publications and made numerous presentations on tertiary education and quality assurance at regional and international forums.

 

 

 

Concepcion Pijano

 

Concepcion Pijano is the Executive Director of the Federation of Accrediting Agencies of the Philippines (FAAP) and the Philippine Accrediting Association of Schools, Colleges and Universities (PAASCU). She has worked in the field of academic accreditation since 1978 and has shared her experiences and expertise in accreditation with various institutions and organizations, both national and international. She has served as a consultant for accreditation and quality assurance in a number of countries in the Asia-Pacific region. At present, she is the adviser and consultant on quality assurance to the newly established Accreditation Committee of Cambodia. She also serves as an accreditation specialist and resource person for the Apex Bodies Training on Performance Benchmarking in Southeast Asia. 

 

Mrs. Pijano represents PAASCU in the International Network of Quality Assurance Agencies for Higher Education (INQAAHE) and the Asia Pacific Quality Network (APQN), where she serves as a Board member. She has authored several manuals and tools for accreditation and presented papers in both regional and international conferences. She graduated from St. Scholastica’s College in Manila, Philippines with a double degree in Liberal Arts and Education and earned her Masters degree in Public Administration at Pace University in New York, U.S.A.

 

 

 

Michael L. Skolnik

 

Michael Skolnik is a Professor in the Graduate Program in Higher Education in the University of Toronto where he has occupied the William G. Davis Chair in Community College Leadership since that Chair was established in 1999. He is also Director of the Doctoral Program in Community College Leadership, a nontraditional program established in 1999 to meet the needs of practicing educators in the colleges and related agencies. A former Rhodes Scholar at Oxford University, Michael was the first recipient of the Research Award from the Canadian Society for the Study of Higher Education when that award was initiated in 1990. He is also a recipient of the CSSHE’s Distinguished Member Award. He has been a senior university administrator and a member of the Postsecondary Education Quality Assessment Board in Ontario.

 

Michael has published extensively in the field of higher education, particularly on the organization and governance of postsecondary education, and on community colleges.  Two of his most recent publications, in which he also authored chapters, are:  D.L. Floyd, M.L. Skolnik, and K.P. Walker, The Community College Baccalaureate: Emerging Trends and Policy Issues (Sterling, VA: Stylus Publishing, LLC, 2005); and G.A. Jones, P.L. McCarney, and M.L. Skolnik, Creating Knowledge, Strengthening Nations: The Changing Role of Higher Education (Toronto: University of Toronto Press, 2005). His long term interest in quality assessment in higher education has included articles published in The Journal of Higher Education, and Teacher Education Quarterly.

 

  

Bjørn Stensaker

Dr. Bjørn Stensaker, School of Business Administration, Technology and Public Administration, University of Twente, has been the Programme Director, Studies of Higher Education Institutions, NIFU STEP, since 2003, with which he was previously involved for ten years initially as a Researcher and then as a Senior Researcher.

 

Dr. Stensaker has published more than 100 reports, book chapters, books and articles in refereed journals and has presented over 20 keynotes and papers at scholarly conferences.  He has also presented over 60 lectures and invited presentations at domestic and foreign conferences and seminars

 

His academic research and publication interests are: quality in higher education; evaluation theory and research; change in knowledge organizations; leadership and management in higher education; and the internationalisation of and in higher education. 

 

Among numerous other publications, he is co-author of “Accreditation, standards and diversity. An analysis of EQUIS-accreditation reports. Assessment & Evaluation in Higher Education, 29 (2004), pp 735-750; and of “Interpretations of self-regulation: The changing state-higher education relationship in Europe,” in Begg. R. (ed.) The Dialogue between Higher Education Research and Practice. Kluwer academic press, Dorndrecht. 2003.  pp. 85-95, and is the sole author of “Trance, transparency and transformation: the impact of external quality monitoring on higher education,” Quality in Higher Education, 9 (2003), pp. 151- 159; and “Quality as Discourse: An Analysis of External Audit Reports in Sweden 1995-1998.” Tertiary Education and Management, 6 (2000), pp. 305-317.  He has also functioned as the Co-editor and as the Editor-in-chief respectively of the latter two journals.

 

 

 

Christopher Thomas

 

Christopher Thomas is Sector Manager for Education in the East Asia and Pacific Region of the World Bank.  In this capacity he supervises a team of specialists that provide analytical and advisory services, technical assistance, and $1.5 billion in financing for education programs throughout the region.  Mr. Thomas has also worked on World Bank financed education development programs in southern Asia and northern Africa.  Prior to joining the World Bank, he served as a consultant to US government and as a Peace Corps Volunteer in Sierra Leone.  Mr. Thomas holds an M.A. in International Affairs from Johns Hopkins University and a Ph.D. in Education from Stanford University.
